Bank refunds: Many parents 'were always in recession'

Parents and larger households, some of whom could be very vulnerable to increased bank charges and the rising cost of debt, might not have noticed the UK's economic recovery.

Chief executive of the Child Poverty Action Group Alison Garnham said: "For many families with children, the recession had never gone away."

She pointed out that the joblessness rate increased during the fiscal downturn.

However, ministers were "spuriously blaming rising welfare bills on dependency" rather than this factor, the specialist remarked.

Ms Garnham argued politicians need to help mothers and fathers find employment by providing better childcare.

They should also "do more to create jobs", as well as bring back the tax credits that many low-paid couples can no longer receive, she continued.

Her comments came as the Office for National Statistics released preliminary data revealing the UK's gross domestic product declined by 0.2 per cent during the first three of 2012, heralding the beginning of another technical recession.
